|Kapere, Asser - Swapo|
|Asser Kapere was chosen as Chairperson of the National Council (NC) in 2005. He served as Deputy Minister of Works, Transport and Communication from 2002 to 2005.
Kapere was Regional Commissioner for the Western Region, now the Erongo region, after independence. In the first regional elections in 1992 he was elected Councillor for the Arandis constituency, and was then chosen as Governor of the Erongo Region. He was returned to office in Namibia's second set of regional elections in 1998 and became the National Council member for the region in 1999.
He is the Regional Councillor for Arandis, which was built to accommodate workers from the nearby Rössing Uranium Mine.
Kapere joined Swapo in 1975 and went on to become the Chairperson of the Arandis branch (1980-82) and Chairperson for the western region (1983-90). He was the first President of the Mineworkers Union of Namibia (MUN) from 1987 to 1991. He has been a member of the Swapo Central Committee since 1997.
